in february, i had bought the Q magazine and there was an interview of courtney love in there. I'll post the part where she talks about billie joe:

That's what we are calling remaking our clothes. It's sort of a response to the recession. I took an old slip of mine and an old fannel of Kurt's, I tore it apart and i sewed, made it into a dress and then dyed it. Upcycling. So me and Billie Joe upcycled our relationship. We've become really good girlfriends, if you will. He's far more peculiar than you think. And i am far more conservative. So we talk about mascara. Billie Joe is my best new upcycled girlfriend!

anyway, I'm trying not to judge. I have to say I'm not immediately believing the bff thing, but I don't know them personally (and I don't know a lot about Courtney anyway). They might actually be friends. Although I don think Courtney is exaggerating it a bit. And also, Billie Joe doesn't ever say anything about being such good friend with her....

It's a word she made up. It's like...maybe promoting? She's comparing it to recycling but rather making something new it's making it higher up.

And she seems to have some view of Billie Joe as a really sad and screwed up person, which I wouldn't entirely disagree with. :\
