Billie once mentioned in a RS interview that he wanted to do such an album (though he didn't mention Warning).

I remember watching those videos when they first came out and overlooking them just thinking "I'm excited but something doesn't feel right". It's totally different this time around. I have a good really good feeling about this album.

I remember that the only way we knew Butch was producing 21CB was because one of his Garbage band mates let it slip on a late night TV show.

But they ended up releasing at least 2 videos of them working in the studio when they were working with Butch. So back then you actually knew they picked a different producer and it probably was good publicity too for the already highly anticipated album. I know things are much different this time around though. But right now they are either just simply going for a different approach, which seems quite likely, but I can't help to think if they maybe have been working with a producer who does not have much of a big name and therefor does not bring much anticipation or they decided to self produce again since they gained much more experience since Warning.
