Well, duh. Historically and demographically it makes sense that America is a combination of a lot of other cultures' ideas. Plus, every idea is inspired by something else along the way.

It's not retcon. Billie has a bad taste in music but manages to write good music. I doubt he thinks his good songs are that good.
