He has cited Elvis as one of his favorite artists growing up he never wrote a single note or word of music...

Just because Green Day has a producer present does not mean they are not involved in the production of their own albums. The producers roll in this case is much different from the roll of a producer with say a winner of x-factor or some teenager/twenty something that looks good and is handed songs to sell records for a music company. Ya the Elvis thing I have no answer for other than maybe Billie was a kid (Billie the kid) when he first heard Elvis and didn't know any better.

WRONG... a role of a producer for an album is the same for ALL albums... you're confusing a producer with an A&R... they're very different things...
