I believe that was also Billie with with a black bar over his eyes. We could never find it in stores

And 44 bucks for a tshirt is ridiculous. i'm thinking whoever designed the shirt found the image online and just hoped no one would notice! even worse is that is most likely a photo taken by a fan, and I doubt they would have gotten the rights to use it.
