He can do tattoos and has done them on other people so I think it's possible he did them himself or at least had a friend do them or whatever rather than visiting a proper tattoo place, they do look "homemade".

We know he can definitely do tattoos because he has tattooed other people, such as Ricky Wilson from the Kaiser Chiefs. And Billie's tattoos don't look professional . If they were intricate designs, I obviously wouldn't believe that they were self-given, but since they're just simple letters and numbers, I believe it slightly more. Plus, giving yourself tattoos is such a Billie thing to do.
