As far as I know it doesn't count it, only if it says "Thanks for voting" (which it says every couple of hours or so, or every hour, not sure).

Last year they had a tie with 50% for both bands in one of the rounds and the band with the most uniqe votes won! Im posting it on my facebook but i make sure only people who would certainly vote for Green Day can see it. And also, ask your parents to vote! I just called my mom at work to go in and vote
