If you mean the first lyrics, it's "Raise your hands now to testify". If you mean that little part after the guitar stops in the beginning, it's the phrases "Don't test me" backwards. It's said by Billie, but they also lowered the pitch.

No one official ever said it was him, but they don't need to.
