It's from One Nine Nine Four (a documentary about the resurgence of punk in the 90s that had one screening in 2009 but hasn't actually been released yet for some legal/funding reasons). There was a short clip of Billie's contribution to it put out:

I have seen a picture of him where he has this tattooed on his shoulder, can't find it anymore though. So.. I just wanned to ask what this is and if anyone knows more about it. It's probably something really obvious and everyone except me knows it. Arrrgh.

Click on "My settings", then go to "Signature" on the menu on the left, there you can make a sig. There's a thread for questions about GDC here, by the way There's also a sig and ava tutorial here, but it's kind of dated and very long. thank you very much !
