As soon as you have something on film (or digitally recorded) you can take a screen shot of it. The film and scenes don't have to be all cut and edited together before screen shots can be taken. The video may have been finished when those shots were released to us, and they're just waiting for a certain time to release the video itself, or those could have been reference shots, shots being reviewed for color correction... who knows.
