They meant post "OAKLAND" in the "Comment/keyword" box that you send along with your request.

They know people have been requesting tickets long before they read that...My theory on the "Oakland" thing is just to make it a bit more exclusive for people who visit Green Day sites to make sure they have the audience full of enthusiastic fans who know the words and such.... As opposed to people on 1iota who just requested for the hell of it I guess. But I dunno, most of the people who actually know about this and requested tickets probably found out about it through the official site, I mean, it's not like it's been advertised much by anyone else. So I don't think the Oakland thing will dwindle the number of actual fans down much, but maybe a little.Of course this is just my theory, why else would they say to do this?

Obviously some people got in. If the Muse deal was just first come first serve than I see why that happened.
