It says that the show is Times Square, but it doesn't really say that they are playing FROM NY. It's really unclear from that release, but they would tell Netty one way or the other. The IC can be vague at times.

I have a big feeling that this will be inside, or blocked off for only a certain amount of people. Simply because I am part of the idiot club and there giving away tickets for this it says on greenday.com "idiot club members stay tuned for a way to attend the show". so there definitely giving away tickets ,its definitely not an all access show, its either inside or barricaded for only certain people!! they haven't officially announced it, but since Netty got it confirmed at the IC, I would say it's pretty much a done deal that they will be in LA. Sadly.
