I think they didn't include it on 21st CB because they would have to add another character to the album and they probably just wanted it to be about Christian and Gloria. However, Olivia may have been Christian and Gloria's daughter on the album... We'll probably never know the full story but there's still a chance of it being on the new record. That Youtube video of what Drama Queen would sound like electric rules! That song would be so fucking cool recorded like that. The acoustic one is great, but I have a feeling it would sound amazing recorded with electric guitars and drums. When It's Time obviously wouldn't work that way though. It's great just as it is - acoustic. Also, if anyone discovers on the internet or records a live version at a show of Olivia/Wonderful please make a thread and share it with everyone

It's supposedly a really great, upbeat song but it didn't fit on 21st CB. We also don't know if When It's Time and Olivia are the same song. I personally don't think they are. The name "Olivia" isn't used once in the song. It also sounds like a love song Billie wrote for his wife so I don't get it how could have once been referred to as "Olivia" but that's just my opinion. Thats like saying he's abandoning his band mates by being in Pinhead Gunpowder. I welcome him making a solo album personally. As for the songs, maybe they might go on the new album? I would highly doubt that's the sole reason it wasn't added to the album. We don't even know what it was about, or why it was called Olivia. I mean, maybe you're right, we can't know. I can't remember the context in which the song was mentioned, but my guess is that it was written outside of the whole (concept of the) album and therefore didn't get added (which is slightly contradicting myself, I know that). Hundreds of bands would kill to have this song on the record.” Mr. Armstrong, he said, vetoed it, deciding it wouldn’t fit with the rest of the album. “He said, ‘I just had to write it,’ ” Mr. Vig recalled.
