I think the making Billie out to be an idiot joke is probably a play on several things

1:- American Idiot

2:- Green Day are usually typecast in the media as "Stoopid, Goofy, Snotnosed Punk Rockers" and yet they've put out a record that almost every music press type person is lauding for it's intelligence.

3:- I also remember that Green Day came stone cold last in a quiz that Kerrang ran a while ago, each week they'd ask a different band a bunch of questions, and when Green Day did it they came off as not the brightest. I seem to remember a lot of the questions being about England though, so it was a bit of a fix
