I could be wrong, but I don't think it's new. I spoke with Emily's Army/CFF a while back; here's a quote from them:

"Having the opportunity to spend a day surfing with Billie Joe, I was impressed with his zeal for life.. He has such a passion to help our kids living with cystic fibrosis, and we are proud to have him a part of our mission to find a cure. Probably because he loves his wife and kids so much. Oh... and he's really good at surfing too!"

So I would guess the picture was taken when they went surfing?
