Why Green Day's new releases seems to be so low budget production?

You're right. I didn't think of that. We would not want to cause him any harm. And threfore I guess we do have to move on.

It was clearly a stylistic choice, it wasn't a good one imo but it's the choice the band made.

You’d have to ask them but I suspect it represents the values they try to hold on to to keep them grounded

That's true. Tré literally said in an interview that clapping is a free instrument and everyone has it.

I enjoy Butch Walker's production, and I like their new sound. As I said earlier, it feels like a mix between Trilogy and 21CB/RevRad. 

The songs themselves in FOAM is a different topic for discussion (Billie's falsetto, etc.), but come on - in the end, when the song is good, I think that Walker's influence is positive. 

So, it comes down to what Green Day will have for the next album musically and lyrically.

Not everyone...just saw my one armed friend and he can't clap.

I'm sure there are some people that get paid to clap, those pro-clappers.
