Everyone might already know this, but that think he is "vaping" is a nebulizer. It's used to deliver vaporized medicine to open one's lungs if you are having trouble breathing. It's often used for asthma or if you have a respiratory virus (like the flu). It can also make you VERY nauseous. I got nebulized in the hospital a few years ago for an asthma attack and it gave me projectile vomiting. Not fun. Glad Billie didn't puke here. But this means the poor little muffin wasn't feeling well! I hope he got better soon. _{Now I am fantasizing about spoon feeding him soup.}

I understand also, that it can be used to improve lung capacity, making a long physical event less exhausting.

You’d probably do that without the meds, right? I can’t imagine putting steroids with lots of side effects into your body would be a good idea unless it’s necessary.

You generally don't put steroids in those. Steroids are usually in a different type of inhaler or in pills. A nebulizer would usually contain a bronchodilator medicine like albuterol. That has a lot less side effects. I never heard about this being used for any kind of endurance; only heard of it being used when one is sick and can't breathe well.
