People, people, this is a good thing. Do you really want to see Billie smashing a guitar over the presenter's head?! Fergie is from the Black Eyed Peas. Billie's hatred of them led him to tweet (I'm sure it was tweet) that their music was the soundtrack in hell. This is a positive step Billie, if you hate the artist scheduled with you, just say NO

Maybe just on reflection he realized this was one obligation too many and he didn't have to do it. It's not promotion, not high profile, could have been booked a while ago and then when he ended up doing the Broadway and Tonight Show things decided to do what he says he never did enough of before and that was to say no. If it's in NY it would have meant hanging around for three more days after the festival to shoot it and he might just want to go home. He's not busting his own ass for this crap anymore.
