LOL. It's just an action photo from the 90s. It's not taken with a camera capable of catching movement so he looks kinda like he's melting. The strips on his shirt and the angle are not helping. 

In half the photos from my childhood either me or one of my siblings look like this. Funny, I used to hate posing for photos as a kid because we had to stay still for the camera for too long, (oh no a whole 20 seconds!) now I hate it because my friends want to take 20 photos in roughly that same time frame so they can pick "the best" one to put on Insta for literally no one to see.
