well..

the songs on the album Nimrod are pretty much describing the fuck ups and mistakes that Billie has made in the past years or so. They are songs of his apathy, bitterness, exhaustion, tension, hatred and love

so..

the album front and back covers are old yearbook photos I'd say from the 40s, 50s, and 60s. images of a time when there was a "perfect family" everyone was clean cut, proper, and 100% American

and because Billie doesn't feel like that kind of person, the artist slapped a big yellow grungy NIMROD over their faces

it's satirical and angsty and a reaction to everything negative that happened in their lives at that time

It does! Nimrod was a person in the Bible who was a "mighty hunter". Then in an old Bugs Bunny cartoon, Bugs called the hunter Elmer Fudd a nimrod in a totally sarcastic way, as an insult. Since that cartoon was shown, in addition to the original meaning the word nimrod has been an insult, meaning a dweeb/nerd/loser etc. That's the meaning Green Day was going for.
