For me, they are both pretty bad.

21 guns was amazingly disappointing for me, so I would say Know Your Enemy is better.

I don't like either of them. But I think that Know Your Enemy is slightly better, mainly cause I've seen it more, and I didn't like the "dramatic climax" in 21 Guns. It was lame.
