Thats right, if you are trying to play the song with Open chords, yes.

Yeah just tested it on my acoustic guitar and it's right. Like @Hammie Stein said, those are open chords. If you are wondering about how billie joe plays it, it is:

Tuning: Eb (Eb,Ab,Db,Gb,Bb,eb)

Key: E

/=slide

(Palm mute)

                     E                          B          C#,               G#      A                             E                      B

                     Do you have the time to listen to me whine about nothing and everything all at once?

(repeat through verses)

A                   B                        E           A                        B                             E

Sometimes I give myself the creeps, sometimes my mind plays tricks on me

   A                          B     (strum normal) E              D          C#

It all keeps adding up                             I think I'm cracking up

       A              B                           E                 

Am I just paranoid, or am I just stoned?

Interlude:  B      C#    B x2

(the second interlude if x4)

(then just repeat throughout the song)

The other part goes like this:

A                          B         (N.C)            E       

Grasping to control.......so I better hold on

The outro goes a little something like this:

E, C#, A, E, B x4

On the final repetition, play single notes

A E B / A E B

Low E should be played where it is bolded: Outro: E, C#, A, E, B x4, and A E B / A B. Low E is strings A and D on the second fret. Make sure to mute all the other strings so it doesn't sound like E minor.

Keep in mind that the last part is played a little bit different :  Instead of the E you play 0/7/6 to 0/7/7 and for he C# you play x/4/6 to x/4/7 as seen here  https://www.youtube.com/watch?v=W9eyPY0eXjQ  .... most of the tabs on ultimate guitar don´t have this "riff" at the end
