It could just be a sentence that says "It's probably still a few years out". It's not like anyone thought 21CB would be their last album, Kerrang probably just wants a story. But yeah, lets wait and see what it says. Hopefully someone will be able to pick up a copy soon.

But we already knew that I'm really excited though, just by that line about GD exclusive xD EDIT: WHAT?! Forget what I said: "Green Day reveal plans for a new album"? I so hope Kerrang isn't overreacting.
