Are you sure it's just limited to Southern California? You can actually enter your province as anywhere in the U.S.

That's what I read in the terms and condition, it says: "The Promotion is open to all persons who are legal U.S. residents 18 years of age or older and who reside in the following Southern California counties: Los Angeles, Riverside, Orange, Ventura and San Bernardino, and who have a valid driver’s license and proof of car insurance."
