here is my reasons of why i thinks its them...

1) um that sounds exactly like billie's voice

2) duh the network...hello? hahah

3) if you watch Tre's video on utube of his version of "chocolate rain" and then listen to the beginning of this bands song "highway 1" from the site, it sounds like Tre and in both songs he says in a Brit accent "your doing it fucking wrong"

#1 won it for me, the second i listen to the songs i was like, yup Billie. Then #3 confirmed it for me.

I really do think this is some scrapped material for Green Day. I do remember Billie Joe saying they had 3 albums worth of material, all going in a different direction. This could definitely be a direction they chose not to go for GREEN DAY, but still wanted to release.

Also, The Replacements reference is "Highway 1" is sweet, with the "Dose of Thunder" line, after the Replacements song of the same name.
