I'd say Grand Theft Auto III. What it did for the gaming industry is comparable to Mario and Pacman. It took it to a whole new level, forced other game developers to up their game. No one can disagree what Sandbox gameplay did to gaming.

I stopped playing before GTA came out, so I can't judge so as to agree or disagree with those who say it's the best one and I can't really think of one I'd consider the best game ever.

I really enjoy the Splinter Cell games. I like how you can't just run though shooting people. You actually have to think and use strategy. The lighting is cool too.
